Improving the quality of learning at the junior secondary level requires schools to respond to low literacy and numeracy outcomes through well-planned, data-driven interventions. This study analyzes the implementation of the SIRANUM and GULIS ARDIBA programs as school strategies to strengthen students’ basic competencies. Using a descriptive qualitative approach through interviews, observations, and documentation, the research involved the principal as the main informant. The findings show that SIRANUM effectively enhances numeracy through leveled classes and structured practice, while GULIS ARDIBA fosters a strong literacy culture through reading routines and the integration of literacy across subjects. Both programs are reinforced by data-based instructional leadership and teacher learning communities. Their implementation has led to improved literacy–numeracy outcomes, stronger student learning culture, and increased community trust in the school.
